I'm fairly confident Mitties isn't seriously recommending that Liska should eat Skippy... She has far too much fun tormenting him simply by proposing that she should.
Still, Mitties is a rather practical character and there's a method to the madness behind her suggestion: by proposing that Liska do something as drastic as eating Skippy, it'll make her realize that she's not really that hungry and therefore she doesn't really need any of Farmer Fred's chickens.
Unfortunately, this is Liska we're talking about. Mitties's plan ultimately works, but not exactly for the reason it should have... :)
